4.01 Investigation of Players Eligibility. The Board
of Directors at its Annual Meeting may appoint a representative in each
association holding a franchise in the NABF, whose duty it shall be to
investigate the eligibility of players on each team of his association
eligible to play in the tournament, and who shall certify by affidavit
that each and every player on said team is eligible under the rules of
this Federation.
4.02 Certification List Due. The secretary of each
association must certify an eligibility list from each team in his league
at least fifteen (15) days prior to the registration date of the Regional
Tournament in which his association intends to participate. Only players
on the certified eligibility list shall be eligible for NABF
tournament play. An association may not register a team or player in
more than one (1) division. Players certified by each association (franchise
member) must have played with his team in a minimum of four (4) games
in the league which his team represents. This rule includes the extra
players, who must be selected from teams in the same league as the representing
team. Any violation of this rule will cause the player(s) to be dropped
from competition and the previous games played will be forfeited. The
minimum penalty for violation of this rule by a franchise shall be one
hundred dollars ($100.00) imposed on the franchise; the maximum penalty
shall be forfeiture of the NABF franchise held by the
association which sent the team.
4.03 Team or Player Registered in More Than
One Age Division League. An association may not register a
team or player in more than one (1) age division with the following
exceptions: In a combination age league having both High School Division
teams and Senior Division teams as described under Rule 1.04 and/or
College Division teams and Major Division teams as described under Rule
1.03 playing in the same NABF sanctioned league. Player(s) registered
in such a sanctioned league will be permitted to participate in either
NABF division tournament(s) on team(s) representing their league only,
certified under Rules 4.02 and 6.09 without restriction or penalty under
Rules 3.12, 4.08 and 4.09; provided, however, that all other NABF
rules are met, including age requirements.
4.04 Certification of Extra Players. Only players
registered and certified under Rule 4.02 by each respective NABF
association league will be considered for extra players. Before the
first day of the tournament the Secretary or Representative of the local
association shall certify to the Executive Director or Tournament Director
of the NABF, the names of six (6) additional players.
These players may be used by the team with which they are certified
as extra players allowed by these rules. The eligibility of such extra
players shall be the same as that of the players on the championship
team.
4.05 NABF Executive Director to List Certified Players.
The Executive Director of the NABF must furnish a printed
team roster of all players certified to him as eligible for the Major,
College, Senior, High School, Junior, Sophomore, Freshman and Rookie
Division Tournaments, to each association of the NABF
participating, before the opening round of that tournament. The Executive
Director may delegate this responsibility to the Tournament Director.
NOTE: Each league’s certified list of players
for each team
registered under rule 6.09 must be submitted to the
national office of NABF or as designated in the tournament instruction packet fifteen days before the start of
the respective tournament assigned (see Rule 4.02).
Failure to comply with rules 4.02 and 6.09 will result in
disqualification from tournament play.
4.06 Must Play Games. Player(s) certified by each
association (franchise member) must have played with his/her team in
a minimum of four games in the league which his/her team represents.
This rule includes the extra players who must be selected from teams
in the same league as the representing team. Any violation of this rule
will cause the player(s) to be dropped from competition and the previous
games played will be forfeited. The minimum penalty for violation of
this rule by a franchise shall be one hundred dollars ($100.00) imposed
on the franchise; the maximum penalty shall be forfeiture of NABF
franchise held by the association which sent the team.
4.07A Limit of 21 Players. Teams participating in NABF tournaments shall be limited to twenty-one (21) players, which shall not include more than six (6) extra players.
4.07B Limit of 25 Players. Teams participating in Major, College and Senior tournaments shall be limited to Twenty-Five players which shall not include more than six (6) extra players from their respective league.
4.08 Roster and Extra Players for College Division Teams Playing
in a Major Division League. A College Division team playing
in a Major Division League must have at least twelve (12) players who
are eligible for the College Division tournament play.
All ineligible (over-age) players who played for the team during the
season must be removed from the College Division Team’s Eligibility
List. The ineligible players will be on the team’s roster in the
Major Division and eligible, therefore, for Major Division NABF
tournament play as extra players. Up to six (6) eligible extra players
may be selected from Major Division teams as well as other College Division
teams in the League.
NOTE: The manager must realize that the extra players
will be ineligible for additional NABF tournament play
with his/her or any other team in his/her League during the
current season.
4.09 Roster and Extra Players for High School Division Teams
Playing in a Senior Division League. A High School Division
team playing in a Senior Division League must have at least twelve (12)
players who are eligible for the High School Division tournament play.
All ineligible (eighteen [18] year old) players who played for the team
during the season must be removed from the High School Division Team’s
Roster List. The ineligible players will be on the team’s roster
in the Senior Division and eligible, therefore, for Senior Division
NABF tournament play as extra players. Up to six (6)
eligible extra players may be selected from Senior Division teams as
well as other High School Division teams in the League.
NOTE: The manager must realize that the extra players
will be ineligible for additional NABF tournament play
with
his/her or any other team in his/her League during the
current season. (NOTE: Tournament Playing Restriction
in Rule 3.12.)
4.10 Player Contract Cards. For each player who plans
to participate in any NABF tournament, if player contract
cards are required, they must be clearly typewritten prior to registration
at the pre-tournament meeting.
PENALTY: If player contract cards are not completed
or are not clearly typewritten, a fifty dollar ($50.00) fine must be
paid prior to that team’s participation in any NABF
tournament game.
