5.01 Professional or Semi-Professional Experience. Each
franchise holder must submit a complete list of all players with professional
or semi-professional experience under their jurisdiction to the Executive
Director of the
NABF on or before July 20 of the current
year. Failure to submit a list of all players with professional or semi-professional
experience on or before July 20 of the current year will make a player
and the team representing a franchise ineligible for tournament competition.
5.02 Replacement for Players Taken in Military Service.
Players taken into the armed forces in any nation through draft, enlistment,
or other means, and thereby reducing the number of players on a team’s
eligibility list, may be replaced by the local association. Proper credentials
or letters must be presented to show the reason and date of leaving.
Any changes made after July 15 must be made from the credentials lists
of teams in the league in which the player was playing.
5.03 Players With Professional Experience. A player
signing a contract to play professional baseball shall be ineligible
for NABF regional or national tournaments. Any team
using such ineligible players will forfeit all games such player participated
in. A player with professional experience may make application for reinstatement
after he is given his Unconditional Release, placed on the Voluntary
Retired or Military List of a professional team.
5.04 Reinstatement.
5.05 NABF Executive Director Shall Keep Player Reinstatement
Records. The Executive Director of the NABF
shall keep a file of all previous players reinstatement records so as
to facilitate the annual classification of Players.
5.06 Limit of Reinstated Players. No team competing
in the NABF Tournaments shall be allowed more than
five (5) reinstated players with professional experience above class
A Baseball on its roster, except under the following condition: A player
released from professional baseball for five (5) or more consecutive
years and reinstated as an amateur player by the NABF,
will not fall within the provisions of this rule.
5.07 Ineligible for Reinstatement. No player under
contract to, or reservation by, a professional baseball team shall be
eligible for reinstatement, except a player on the Voluntary Retired
or Military List of a professional baseball team.
5.08 Try-Out Only. A player who has signed a professional
contract, but has never played in a regular season, playoff or World
Series game of professional baseball may be reinstated as an amateur,
and will not fall within the provisions of Rule 5.06 with respect to
the five (5) reinstated players, if and only if, said player has a letter
from his professional team so stating.
5.09 Semi-Professional. A team on which a member receives
compensation for his services as a player or a team playing in a league
or class recognized as semi-professional by the NABF.
5.10 Semi-Professional Players. Rules 5.03 through
5.08 and inclusive in their entirety shall apply to all players classified
as semi-professional.
