7.01 Tournament Committee. The Tournament Committee must consist of three (3) members appointed by the Executive Director or, failing him, by the franchise hosting the tournament; one appointed member must be from the franchise hosting the tournament.
7.02 Duties of Tournament Committee. It shall be the duty of this Committee to conduct the annual tournaments in accordance with the rules of this Federation and the agreement of the association holding the tournament. This Committee shall arrange schedules, determine standings, investigate and determine matters of protest arising during the tournament.
7.03 Tournament Receipts and Reports. The franchise which hosted a tournament shall within thirty (30) days, or not later than September 1 of the current year (whichever period of time is first), submit a complete and detailed financial report of all receipts and expenditures for conducting the tournament to the Office of the Executive Director. The combined reports shall be presented to the Board of Directors by the Executive Director at the annual meeting.
Penalty for Failure to Submit the reports within thirty (30) days of completion of the tournament (to be determined by postmark) shall be forfeiture of any and all host expense funds due to the franchise host organization. Under extenuating circumstances the Executive Director may permit an extension of time to submit the reports, not to exceed sixty (60) days after the completion date of the tournament.
7.04 Registration of Authorized Team Personnel. The tournament committee will sit as registrars at the scheduled team registration meeting one day before the start date for tournament play. At the same time, each team manager or designated representative shall submit three copies of the completed official tournament team rosters with players’ signatures and proof of age for limited age division players. In addition, a copy of team insurance must be presented with the NABF named as the additional insured under the liability insurance policy. Failure of any team to appear for registration of their authorized team personnel will disqualify such team(s) from tournament play. No individual player will be eligible for tournament play if he/she fails to provide positive identification to the committee and at any time prior to and during tournament play. The tournament committee shall determine compliance with the rule in each individual case. Refer to NABF rules 4.02, 4.04, 6.01, 6.03, 6.04, 6.05, 6.06, 6.08, 7.01, 7.02, 7.03, and 8.11.
7.05A – Regional Post Tournament Duties: At the conclusion of any regional tournament, the tournament committee will meet with the manager of the winning team to review all administrative requirements to assure the team advancing to the World Series has proper credentials for World Series certification.
NOTE: The Regional winning team manager must hand deliver the above named items (1-6) to the respective World Series Tournament Director and Committee in a sealed box or packet. No travel contribution will be distributed to any team failing to comply. See Rules 6.04 and 6.05.
In addition, the tournament director must contact both the World Series Director and NABF National Office with the results of the final game, including name, address, and telephone number(s) of winning team manager. Refer to NABF rules 6.03, 6.04, 6.05, 6.06, 6.08, and Rule 2.10.
7.05B - National Championship Series (World Series) Post Tournament Duties: At the conclusion of the National World Series Tournament the Tournament Director will immediately submit the final results of the Championship Series to the National office; together with Team pictures, a coverage story of the final games(s), picture of the Most Valuable Player from the championship team, and the tournament batting champion. In addition, the tournament committee, will select the All Tournament Team of 21 (25 for Senior, College, and Major Division) players as requested in the tournament instruction packet, provided to the tournament committee by the NABF.
NOTE: The tournament director is responsible for the return of all proprietary information to the NABF National Office within seven (7) days following the conclusion of the World Series.
